An open flue is a vertical pipe aimed at the sky in a place where November averages about 8.7 inches of rain in Redmond and closer to 9.8 in Carnation, by WeatherSpark's figures. Whatever falls in lands on the smoke shelf, the damper or the liner. A cap is a small piece of metal that changes that. We measure the flue or the whole crown, pick a stainless cap that fits the opening and the appliance, fasten it down, and photograph it in place. The State Fire Marshal lists a chimney cap among its home heating safety advice.
Sammamish's hazard annex puts 48% of the city under tree canopy or woody shrubs, and says winter storms there often bring a high number of toppled trees and fallen limbs. Under that much canopy an uncapped flue collects needles, cones and twigs all year, and a cap that took a branch in the last storm may be bent enough to let them in again. It is worth a glance from the yard after every big wind.
Water is the main reason, and animals are the second. Rain that falls straight down a flue soaks the liner and rusts the damper; a nest across the opening blocks the draft and sends smoke, or carbon monoxide from a gas appliance, back into the house.
A cap screen also works as a spark arrestor, and Washington's residential code is specific about what that screen must be. The screen's open area must add up to no less than four flue outlets' worth, which keeps the cap from choking the draft. The mesh must resist heat and corrosion, comparable to galvanized steel of 19 gage or stainless of 24 gage. Its openings must stop a half-inch sphere while letting a three-eighths-inch one through: small enough to hold back embers and animals, large enough not to clog with soot. Factory-built fireplaces are a separate case. The code requires them to be installed according to their listing, so on those systems we fit the termination cap the manufacturer specifies.

A correctly sized one should not. The code's four-to-one ratio between screen opening and flue outlet exists for that reason. Draft trouble traces back to an undersized cap or to mesh choked by soot, and a yearly sweep takes care of the mesh.
The state residential code requires a sloped crown on masonry chimneys and regulates the spark arrestor screen whenever a chimney has one; it does not, in the sections our research covers, order a rain cap on every flue. The State Fire Marshal recommends one, and so do we.
The vent needs its proper termination, whatever the fuel. A gas appliance venting through an old masonry flue is exposed to the same rain and the same nesting birds, and a blocked gas vent is a carbon monoxide risk.
We can assess it and quote it. A chase cover is the metal pan over a framed chimney chase; once it rusts through, water gets into the framing below, so it is worth dealing with before the next wet season.
